President’s Message
It is with profound humility that I serve this great organization in the capacity of President. I am pleased to have set forth an agenda for the Black Caucus Louisiana Police Jury Association membership that was designed to assist in broadening our innovative knowledge base and community focus. The Black Caucus Louisiana Police Jury Association provides for its members; the opportunity to better serve their constituencies through informational workshops, and the sharing of other tools of proven credence, and favorable results. It is a given, Louisiana has a most unique political and governmental perspective, but this association confirms the spirit of Louisiana public servants as both genuine and compassionate. We are here to serve, and make a difference, so please, let us know just how we can.


About Louisana The State of Louisiana is a state located in the southern region of the United States of America. Its capital is Baton Rouge and largest city is New Orleans. Louisiana is the only state in the U.S. with political subdivisions termed parishes, which are local governments equivalent to counties. The largest parish by population is Jefferson Parish, and the largest by land area is Cameron Parish.Some Louisiana urban environments have a multicultural, multilingual heritage, being so strongly influenced by an admixture of 18th century French, Spanish and African cultures that they have been considered somewhat exceptional in the U.S. Before the American influx and statehood at the beginning of the 19th century, the territory of current Louisiana State had been a Spanish and French colony. In addition, the pattern of development included importing numerous Africans in the 18th century, with many from the same region of West Africa, thus concentrating their culture.


The Great Seal of the State of Louisiana was adopted as the official state seal of Louisiana in 1902. The seal consists of a heraldic charge called a “pelican in her piety,” representing a Brown Pelican (the Official State Bird) representing a mother pelican wounding her breast to feed her young from her own blood. This symbol, emblematic of Christian charity, is also found on the Louisiana state flag. The Louisiana state motto of “Union, justice, confidence” surrounds the birds on the state seal. An outer ring further identifies it with the words “State of Louisiana”.


The Flag of the State of Louisiana consists of a heraldic charge called a “pelican in her piety,” representing a mother pelican wounding her breast to feed her young from the blood. This symbol, emblematic of Christian charity, is also found on the state seal. On the flag it is depicted above a ribbon with the state motto: “Union, Justice, and Confidence.” The current flag was adopted in 2006, revising the original pelican design of 1912.
